0xC004F038 means the computer reached a KMS server, but the number of clients on that server is below Microsoft's threshold (25 for Windows). On a home PC it indicates the system was installed from a volume image and stayed on the KMS channel. For individual use the fix is entering a genuine Retail/OEM/MAK key; in a company the KMS host is managed by IT.
